  1. Abstract

    Cities need to take swift action to deal with the impacts of extreme climate events. The co-production of positive visions offers the potential to not only imagine but also intervene in guiding change toward more desirable urban futures. While participatory visioning continues to be used as a tool for urban planning, there needs to be a way of comparing and evaluating future visions so that they can inform decision-making. Traditional tools for comparison tend to favor quantitative modeling, which is limited in its ability to capture nuances or normative elements of visions. In this paper, we offer a qualitative method to assess the resilience, equity, and sustainability of future urban visions and demonstrate its use by applying it to 11 visions from Phoenix, AZ. The visions were co-produced at two different governance scales: five visions were created at the village (or borough) scale, and six visions were created at the regional (or metropolitan) scale. Our analysis reveals different emphases in the mechanisms present in the visions to advance resilience, sustainability, and equity. In particular, we note that regional future visions align with a green sustainability agenda, whereas village visions focus on social issues and emphasize equity-driven approaches. The visions have implications for future trajectories, and the priorities that manifest at the two scales speak of the political nature of visioning and the need to explore how these processes may interact in complementary, synergistic, or antagonistic ways.

  2. Abstract

    Our urban systems and their underlying sub-systems are designed to deliver only a narrow set of human-centered services, with little or no accounting or understanding of how actions undercut the resilience of social-ecological-technological systems (SETS). Embracing a SETS resilience perspective creates opportunities for novel approaches to adaptation and transformation in complex environments. We: i) frame urban systems through a perspective shift from control to entanglement, ii) position SETS thinking as novel sensemaking to create repertoires of responses commensurate with environmental complexity (i.e., requisite complexity), and iii) describe modes of SETS sensemaking for urban system structures and functions as basic tenets to build requisite complexity. SETS sensemaking is an undertaking to reflexively bring sustained adaptation, anticipatory futures, loose-fit design, and co-governance into organizational decision-making and to help reimagine institutional structures and processes as entangled SETS.

  3. Abstract

    The City of Atlanta, Georgia, is a fast-growing urban area with substantial economic and racial inequalities, subject to the impacts of climate change and intensifying heat extremes. Here, we analyze the magnitude, distribution, and predictors of heat exposure across the City of Atlanta, within the boundaries of Fulton County. Additionally, we evaluate the extent to which identified heat exposure is addressed in Atlanta climate resilience governance. First, land surface temperature (LST) was mapped to identify the spatial patterns of heat exposure, and potential socioeconomic and biophysical predictors of heat exposure were assessed. Second, government and city planning documents and policies were analyzed to assess whether the identified heat exposure and risks are addressed in Atlanta climate resilience planning. The average LST of Atlanta’s 305 block groups ranges from 23.7 °C (low heat exposure) in vegetated areas to 31.5 °C (high heat exposure) in developed areas across 13 summer days used to evaluate the spatial patterns of heat exposure (June–August, 2013–2019). In contrast to nationwide patterns, census block groups with larger historically marginalized populations (predominantly Black, less education, lower income) outside of Atlanta’s urban core display weaker relationships with LST (slopes ≈ 0) and are among the cooler regions of the city. Climate governance analysis revealed that although there are few strategies for heat resilience in Atlanta (n= 12), the majority are focused on the city’s warmest region, the urban core, characterized by the city’s largest extent of impervious surface. These strategies prioritize protecting and expanding the city’s urban tree canopy, which has kept most of Atlanta’s marginalized communities under lower levels of outdoor heat exposure. Such a tree canopy can serve as an example of heat resilience for many cities across the United States and the globe.

  6. Abstract

    Traditional infrastructure adaptation to extreme weather events (and now climate change) has typically been techno‐centric and heavily grounded in robustness—the capacity to prevent or minimize disruptions via a risk‐based approach that emphasizes control, armoring, and strengthening (e.g., raising the height of levees). However, climate and nonclimate challenges facing infrastructure are not purely technological. Ecological and social systems also warrant consideration to manage issues of overconfidence, inflexibility, interdependence, and resource utilization—among others. As a result, techno‐centric adaptation strategies can result in unwanted tradeoffs, unintended consequences, and underaddressed vulnerabilities. Techno‐centric strategies thatlock‐intoday's infrastructure systems to vulnerable future design, management, and regulatory practices may be particularly problematic by exacerbating these ecological and social issues rather than ameliorating them. Given these challenges, we develop a conceptual model and infrastructure adaptation case studies to argue the following: (1) infrastructure systems are not simply technological and should be understood as complex and interconnected social, ecological, and technological systems (SETSs); (2) infrastructure challenges, like lock‐in, stem from SETS interactions that are often overlooked and underappreciated; (3) framing infrastructure with aSETS lenscan help identify and prevent maladaptive issues like lock‐in; and (4) a SETS lens can also highlight effective infrastructure adaptation strategies that may not traditionally be considered. Ultimately, we find that treating infrastructure as SETS shows promise for increasing the adaptive capacity of infrastructure systems by highlighting how lock‐in and vulnerabilities evolve and how multidisciplinary strategies can be deployed to address these challenges by broadening the options for adaptation.
